Notice of Public Notice State of Alaska Department of Environmental Conservation Nushagak Electric Cooperative, Inc., Dillingham Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0214MSS02 for the Dillingham Power Plant. ADEC also proposes to issue Air Quality Control Operating Permit AQ0214TVP04 for the Dillingham Power Plant under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:         The minor permit is for renewal of plantwide applicability limitations (PALs) and establishing a PAL. The minor permit is classified under 18 AAC 50.508(3) for establishing a PAL and 18 AAC 50.508(6) for revising or rescinding terms and conditions of Minor Permit AQ0214MSS01. Nushagak Electric Cooperative, Inc. also applied for renewal Operating Permit AQ0214TVP04.

Emissions:      The change in stationary source potential emissions due to PAL renewals and establishing the PM-2.5 PAL is a decrease of 8 tpy for particulate matter emissions. There is no VOC PAL, so there is a VOC emissions increase of 28 tpy.

Preliminary Review: Based on review of the application, ADEC drafted a preliminary minor permit and draft operating permit under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
