PRELIMINARY DRAFT INDIVIDUAL PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES

ADEC has prepared an APDES Preliminary Draft Individual Permit, AK0053686 – Furie Operating Alaska LLC, KLU Julius R. Platform (Permit). The Preliminary Draft Permit, Fact Sheet, and associated documents are available to the applicant for a shortened 2-day review. Following the close of the 2-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. The permit documents can be accessed from the ADEC Wastewater Discharge Authorization Program website at http://dec.alaska.gov/water/wastewater/

Proposed Permit Coverage:

The proposed permit is a reissuance of the initial wastewater discharge permit of 2014 for the construction of the Julius R. natural gas production platform and its gathering pipeline in the Kitchen Lights Unit within Cook Inlet. In late 2015, Furie initiated natural gas production from a single production well into the Beluga formation at the platform. Today, there are four production wells completed into the Beluga and Sterling formations. There are currently no near-term plans to install additional production wells at the Julius R. platform or a second pipeline. However, the addition of a system to treat produced water prior to its discharge to Cook Inlet from the platform represents a major modification to infrastructure affecting the proposed permit. During the term of the proposed permit, the following industrial discharges will be authorized:

  • Outfall 002A – Deck drainage from the Julius R. Platform
  • Outfall 002B – Deck drainage from a Mobil Offshore Drilling Unit (MODU)
  • Outfall 003A – Domestic wastewater from the Julius R. Platform
  • Outfall 003B – Domestic wastewater from a MODU
  • Outfall 004B – Graywater overboard from a MODU
  • Outfall 008A – Fire control system test water from the Julius R. Platform
  • Outfall 009B – Non-contact cooling water from a MODU
  • Outfall 010B – Uncontaminated ballast water from a MODU
  • Outfall 015A – Produced water from the Julius R. Platform

The permit to discharge includes the authorization of chronic mixing zones for residual chlorine in domestic wastewater discharges from the platform and MODU (combined Outfall 003A, Outfall 003B and Outfall 004B) and, when needed, in overboard graywater discharges from a MODU (Outfall 004B), for temperature in the non-contact cooling water discharge from a MODU (Outfall 009B), and for chronic toxicity in the produced water discharge (Outfall 015A).

Deadline for Written Applicant Review Comments:

The applicant has provided written notice authorizing a shortened review period per 18 AAC 83.115(e). The deadline for proposed final permit review comments by the applicant is November 23, 2020, 5:00 p.m. Alaska Standard Time.
