The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit AQ1181MSS02 to the U.S. Air Force for the Fort Richardson National Security (SIC 97) stationary source.
Applicant: U.S. Air Force, 6326 Arctic Warrior Dr., JBER, AK 99506
Location: Latitude: 61º 16’ 13.80” North; Longitude: 149º 43’ 29.22” West
Activity: The minor permit is classified under 18 AAC 50.502(b)(4) for an incinerator with a rated capacity of 1,000 pounds or more per hour.
Emissions: Stationary source emissions will not exceed 62.2 tpy of NOx, 44.7 tpy of CO, 3.4 tpy of VOC, 4.3 tpy of particulate matter, and 0.3 tpy of SO2.
ADEC Preliminary Review: Based on review of the application, ADEC drafted preliminary permit decisions for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
