The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit AQ0068TVP04 to the King Salmon Platform, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The King Salmon Platform is an off-shore oil and gas production platform. Oil and natural gas are processed through oil/gas separators on the platform. Product oil/natural gas is pumped through underwater pipelines to the Trading Bay Production Facility. The natural gas is also used as fuel on platform or it is flared.
Application: Hilcorp applied for a renewal operating permit on June 11, 2020 and submitted amendments to the original application on June 25, 2020 and October 2, 2020.
Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 500 tons of Nitrogen Oxides, 330 tons of Carbon Monoxide, 47.7 tons of Particulate Matter, 469 tons of Sulfur Dioxide, 230 tons of Volatile Organic Compounds, and 1.83 tons of Hazardous Air Pollutants. The potential annual emissions for Greenhouse Gases are estimated at 154,863 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,577 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Granite Point Platform.
Available Information: Copies of the permit application, draft operating permit, and draft statement of basis (SOB) are available at the following offices during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
