Tesoro Logistics Operations, LLC, Ocean Dock Terminal and Anchorage Terminal II

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0235TVP04 for the Ocean Dock Terminal and Anchorage Terminal II under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:  The Ocean Dock Terminal and Anchorage Terminal II is a terminal where petroleum products are received via marine vessels, pipeline, railcar, or tanker truck, and distributed through the truck loading rack or pipeline to other port facilities.

Application:  As required by 18 AAC 50, Tesoro Logistics Operations, LLC applied for a renewal operating permit for the Ocean Dock Terminal and Anchorage Terminal II. ADEC received the application on October 2, 2018. This public notice is for the draft operating permit only.

Emissions:  The potential annual emissions of regulated air contaminants at the facility are: 2 tons of particulate matter (PM-10), 44 tons of nitrogen oxides (NO_X), 0.4 tons of sulfur dioxide (SO₂), 96 tons of carbon monoxide (CO), and 124 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 266.4 tons per year.

Preliminary Review:  Based on review of the application, ADEC has drafted a preliminary permit decision for the Ocean Dock Terminal and Anchorage Terminal II.

Available Information:  Copies of ADEC’s draft operating permit and statement of basis are available at ADEC’s Anchorage office, 555 Cordova St., Anchorage, AK 99501 (907) 269-7577.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
