The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve United States Air Force application for Air Quality Control Minor Permit AQ0886MSS06 for the Joint Base Elmendorf-Richardson - Flightline.

Applicant:     United States Air Force, 6326 Arctic Warrior Drive, JBER, AK 99506

Location:        Latitude: 61.245; Longitude: -149.823

Activity:          United States Air Force’s application is classified under 18 AAC 50.805(5), 18 AAC 50.508(6); and 18 AAC 50.502(b)(3) to revise or rescind the conditions of a Title I permit, to establish owner requested limits to avoid a minor permit under 18 AAC 50.502(c)(3), and to install and operate a rock crusher with a rated capacity of at least five tons per hour.

Emissions:      Emissions will increase by 3.5 tpy NOx, 25.7 tpy for CO, 1.7 tpy for VOC, 18.79 tpy for PM-10/PM-2.5, and 13.6 tpy SO2.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
