Notice of Public Notice State of Alaska Department of Environmental Conservation US Army Garrison Alaska, Fort Wainwright

The Alaska Department of Environmental Conservation (ADEC) proposes to issue renewal Air Quality Control Operating Permit AQ0236TVP04 to US Army Garrison Alaska for Fort Wainwright, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: US Army Garrison Alaska

Location: 1060 Gaffney Rd #6000
                Fort Wainwright, AK 99703-6000

Activity: Three Backup Diesel-Fired Boilers, Three Backup Diesel-Electric Generators, VOC Extraction and Combustion (Restoration Activities), Landfill, Aerospace Activities (Painting and Degreasing), and Paved and Unpaved Roads.

Application: US Army Garrison Alaska applied for an operating permit renewal on 3/7/19.

Emissions: Potential emissions for the stationary source will not exceed: 4.4 tpy, PM10, 85.4 tpy of NOx, 67.9 tpy of SO2, 20.2 tpy of CO, and 44.7 tpy of VOCs. Total potential emissions of regulated criteria air pollutants are 222.6 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for Fort Wainwright.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
