DOT&PF Notice to Begin Engineering & Environmental Studies, and Notice of Floodplain Encroachment: Metlakatla Seaplane Facility Refurbishment

Request for Comments

The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation, with the Alaska Division of the Federal Aviation Administration (FAA), is proposing maintenance improvements to the Metlakatla Seaplane Facility. 

The proposed project would:
• Remove and dispose of the existing timber seaplane float system and steel piles
• Remove and dispose of the existing 20’x 52’ timber gangway float and steel piles
• Remove and reinstall existing 10’ x 100’ steel pedestrian and vehicle access gangway
• Install new 60’ x 80’ timber seaplane float
• Install new float pile restraints consisting of approximately 4 each, 24” diameter steel vertical piles and approximately 2 each, 20” diameter steel batter piles.

Construction is projected to begin as early as spring 2020.

DOT&PF is currently evaluating the social, economic, and environmental impacts of the proposed project. DOT&PF must also determine whether this project would impact cultural or historic properties.

This project involves construction of structures and pile driving within marine waters and, as such, will include encroachments into the base floodplain. The project is within an unmapped flood area. The encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they are not likely to result in significant encroachments. Additionally, no longitudinal encroachments are anticipated.

Other possible affected resources include wetlands, waters of the U.S., eagles, endangered species, marine mammals, fish habitat, and cultural or historic properties.

DOT&PF is soliciting comments and information on the proposed project’s impacts.
