The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit AQ0060TVP04 to the Dolly Varden Platform, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Dolly Varden Platform is an off-shore oil and gas production platform. Oil and natural gas are processed through oil/gas separators on the platform. Product oil/natural gas is pumped through underwater pipelines to the Granite Point Tank Farm. The natural gas is also used as fuel on platform or it is flared.
Application: Hilcorp applied for a renewal operating permit on October 26, 2018 and submitted an amendment to the original application on April 24, 2019.
Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 393 tons of Nitrogen Oxides, 244 tons of Carbon Monoxide, 19.3 tons of Particulate Matter, 442 tons of Sulfur Dioxide, 197 tons of Volatile Organic Compounds, and 2.44 tons of Hazardous Air Pollutants. The potential annual emissions for Greenhouse Gases are estimated at 188,055 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,295 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Dolly Varden Platform.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
