NOTICE OF ANALYSIS AND PROPOSED DECISION
TRANS-ALASKA PIPELINE SYSTEM, ADL 63574
SAGAVANIRKTOK RIVER REVETMENT AT PIPELINE MILEPOST 21.5
The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.080, hereby gives notice that DNR has prepared an Analysis and Proposed Decision for a request submitted by Alyeska Pipeline Service Company (APSC), to amend the Trans-Alaska Pipeline System (TAPS) Right-of-Way (ROW) Lease, ADL 63574. DNR proposes to add lands to the TAPS ROW at approximately 22 miles south of Pump Station 1 in Deadhorse, Alaska. Severe floods in August of 2019 eroded over 100 ft. of the west bank of the Sagavanirktok (Sag) River, leaving a 30 ft. buffer between the pipeline and the river. The proposed project is near TAPS Pipeline Milepost 21.5.
APSC requested to add lands to the ROW for installation of a revetment to protect TAPS from further bank erosion on the Sag River. The erosion control structure would consist of mostly riprap and be approximately the same height as the flood plain bank, allowing overbank flows to overtop the structure during flood events. The proposed construction ROW is approximately 980 ft. long by 200 ft. wide; located within NW4NW4 Section 17 and NE4NE4 Section 18, Township 7 North, Range 14 East, Umiat Meridian; and containing approximately 4.7 acres.
The public is invited to comment on the Analysis and Proposed Decision. Comments must be submitted in writing to the address below before 5:00 p.m. on January 6, 2020. If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after January 6, 2020. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision after January 6, 2020.
