Notice of Review of an Alaska Pollutant Discharge Elimination System Draft Individual Permit to Discharge to Waters of the United states - United States Coast Guard Kodiak Support Center, Bulk Fuel Storage Facility

DEC has prepared an APDES Preliminary Draft Individual Permit, AK0031429 – US Coast Guard Kodiak Support Center, Bulk Fuel Storage Facility (Permit). The Preliminary Draft Permit, Fact Sheet, and associated documents are available to the applicant for a 10-day review. Following the close of the 10- day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Permit Coverage:
The proposed permit authorizes discharges from a bulk petroleum storage facility located on Kodiak Island, Alaska approximately four miles southwest of the community of Kodiak and ¾ miles southeast of the Nyman Peninsula (NP). The facility provides fuel storage and distribution to support critical for the USCG air station (AS) and base operations. The facility consists of five above ground fuel storage tanks, a truck stand (TS) and an aircraft refueling pit (pit) located in four separate SCAs that accumulate precipitation and require periodic discharges. The reissuance of the Permit will provide continued coverage for:

  • Outfall 001 – NP-1 SCA to Womens Bay,
  • Outfall 002 – IA-3 SCA including the AS pit and TS to St. Paul Harbor,
  • Outfall 003 – NP-18 SCA to St. Paul Harbor, and
  • Outfall 004 – NP-6 SCA to Womens Bay.

Deadline for Written Applicant Review Comments:
The deadline for proposed final permit review comments by the applicant is December 9, 2019 5:00 p.m. Alaska Standard Time.

The APDES Preliminary Draft Permit, Fact Sheet, and associated documents are available for public review at the DEC offices located in Anchorage, Fairbanks, Juneau, Wasilla, and Soldotna. Please contact the office of your choice to arrange for hard copies of the documents to be available for your review.
