Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Cook Inlet Natural Gas Storage Alaska, LLC (CINGSA) filed TA35-733, proposing a well maintenance surcharge mechanism in compliance with Order No. U-18-043(15). The proposed surcharge will allow eligible well maintenance costs to be recovered by CINGSA.

CINGSA proposes that qualified well maintenance costs shall include only actual, historical and prudently-incurred costs when well maintenance requires the use of a drill rig. CINGSA proposes that a separate surcharge will be levied for each Qualified Well Maintenance Work Package with the total costs to be recovered through the surcharge amortized over three years, unless a longer period is required and adequately supported.

CINGSA also proposes that all of its customers are subject to the surcharge. The surcharge to firm storage customers will be applied on a pro-rata basis measured by the contracted injection and withdrawal capacities, with a 50 percent weight on each capacity reservation factor. The surcharge to interruptible storage service customers will be applied to the maximum amount stored each month. The determination of the surcharge will be based on a defined formula, proposed with this filing.
