Notice of Categorical Exclusion Determination for Togiak's Water Treatment Plant Heat Recovery Project

Notice is hereby given that the Department of Environmental Conservation (DEC), as provided by 18 AAC 76.040 and 18 AAC 76.235, is issuing a Notice of Adoption of the Indian Health Services July 24, 2019 Categorical Exclusion determination for the Heat Recovery System. The DEC has reviewed all pertinent information on the Togiak Heat Recovery project and finds the scope of the proposed project to be the same. The Categorical Exclusion determination met requirements regarding federal environmental laws and executive orders applicable to projects financed through the Alaska Drinking Water Loan Funds.

Togiak Water Treatment Plant Heat Recovery

This project will design and construct a heat recovery system to provide waste heat from the power plant to serve the water treatment plant (WTP). The project is anticipated to reduce the fuel used by the WTP by approximately 7,795 gallons of fuel annually.

All work for this project is within previously developed rights-of-way, and will have no impact on any adjacent undeveloped properties or waters.  The project will not directly or indirectly adversely affect any of the following: 

  1. Cultural resource areas;
  2. Endangered or threatened species or their habitat;
  3. Environmentally important natural areas.

The project will not have a significant adverse effect on the quality of the environment, either individually or cumulatively over time, or in conjunction with other federal, state, local, or private actions.
