Notice of Proposal to Issue Air Quality Control Minor Permits and Renew Air Quality Control Operating Permit for Teck Alaska Incorporated, Red Dog Mine

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permits AQ0290MSS10 and AQ0290MSS11 and renewal Air Quality Control Operating Permit AQ0290TVP03 for the Red Dog Mine under Alaska Statutes 46.14 and regulations 18 AAC 50 using the integrated review procedures of 18 AAC 50.326(c)(1).

Applicant:      Teck Alaska Inc., 3105 Lakeshore Dr., Bldg. A, Suite 101, Anchorage, AK 99517

Location:       Latitude / Longitude: 68º 4’N / 162º 50’ W

Activity:         The facility extracts zinc and lead ores in an open pit mine and processes the ores into concentrate (powder) using crushers and mills. Minor Permits AQ0290MSS10 and AQ0290MSS11 are classified under 18 AAC 50.508(6) and 18 AAC 508(5) respectively.

Emissions:     The potential annual emissions of regulated air pollutants at the stationary source are: 220.6 tons of PM, 3,239.9 tons of NOx, 261.0 tons of SO2, 294.0 tons of CO, 186.2 tons of VOC and 128.3 tons of hazardous air pollutants. Total PTE is 4,330 tons per year.

ADEC Preliminary Review: Based on review of the applications, ADEC has drafted preliminary minor permit and draft operating permit decisions for the Red Dog Mine.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
