Notice of Review of an Alaska Pollutant Discharge Elimination System (APDES) Proposed Final Individual Permit to Discharge to Waters of the United States

NOTICE OF REVIEW OF AN
ALASKA POLLUTANT DISCHARGE ELIMINATION SYSTEM (APDES)
PROPOSED FINAL INDIVIDUAL PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES

Following the close of a 30-day public notice period, DEC has prepared an APDES proposed final individual permit for Joint Base Elmendorf-Richardson (JBER). Prior to making the final decision to issue the individual permit, DEC invites you to view the proposed final individual permit and associated documents. Proposed Permit Coverage:

Facility Activity: Joint Base Elmendorf-Richardson operates as a small municipal separate storm sewer system (MS4). Municipal activity such as construction, illicit discharges, snow disposal, street sanding may generates storm water discharges.

Discharge Location: Three outfalls discharge to Ship Creek. The creek has a Total Maximum Daily Load for fecal coliform. Two outfalls discharge to the Port of Anchorage MS4 and then to Knik Arm.

Description of Discharge: Discharges from MS4s draining from residential, commercial, and light industrial areas, in general, carried elevated annual loadings of a variety of contaminants, including total suspended solids (TSS), oil and grease, copper, lead and zinc.

No mixing zone is proposed.

Determination:

The DEC has determined to issue the above listed individual permit.
