DOT&PF Notice of Floodplain Encroachment: Gravina Access Project Z676980000

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing construction of five components of the Gravina Access Project that would encroach into the base floodplain:

• SFHWY00150 KTN Revilla Refurbish Existing Ferry Berth Facility - Unmapped, 0200030001B
• SFHWY00153 KTN Gravina Refurbish Existing Ferry Berth Facility - Unmapped
• SFHWY00152 Gravina Ferry Layup Facility - Unmapped
• SFHWY00154 Gravina Freight Facility - Unmapped
• SFHWY00151 Revilla New Passenger Waiting Facility - 0200030001B

The projects include the placement of fill, marine structures, pile driving activities in marine waters, and placement of a new passenger waiting facility. Impacts to the natural hydraulics of Tongass Narrows, including tides and flooding, are not expected from the projects, thus significant encroachments are not anticipated. Additionally, no longitudinal encroachments are anticipated.  

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.

DOT&PF is soliciting comments and information on the proposed project’s floodplain impacts.
