Notice of Proposal to Issue an Air Quality Control Minor Permit for Petro Star, Inc., Anchorage Terminal I

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0034MSS03 for Anchorage Terminal I.

Applicant:       Petro Star Inc., 3900 C St Suite 802, Anchorage, AK 99503

Location:        Latitude: 61° 14' North;   Longitude: 149° 53' West

Activity:         The minor permit is classified under 18 AAC 50.508(6) for revising or rescinding the terms and conditions of a Title I permit and 18 AAC 50.502(b)(6) for construction of a stationary source containing a Port of Anchorage stationary source.

Emissions:      The change in potential emissions due to this modification are 7 tpy for NOx, 31.7 tpy for CO, 0 tpy for SO2, 21 tpy for VOC, 0 tpy for PM-2.5, and 0 tpy for PM-10.

Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit for the project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
