Notice of Utility Tariff Filings
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Sand Point Generating, LLC (SPG) filed four tariff revisions, TA260-230, TA261-230, TA262-230, and TA263-230, related to the sale of excess energy from Aleutian Wind Energy (AWE). AWE provides wholesale wind-generated energy to SPG.
With TA260-230, SPG proposes to add new provisions for the sale of excess energy and add an excess energy rate to its tariff. Specifically, SPG proposes that customers with heating equipment that can be powered by electricity and an alternate fuel source, who enter into a special contract with SPG, may purchase excess energy on an interruptible basis when available. The excess energy will be available when power provided by AWE exceeds the capacity of SPG’s system to integrate the power for retail electric sales. SPG proposes that excess energy will be dispatched to customers on a first-come, first-serve basis with priority given to the customers with the longest continual contractual agreement. SPG also proposes that customers that purchase excess energy will pay SPG’s small commercial customer charge, the excess energy rate, a delivery charge, and the Regulatory Cost Charge. SPG proposes an excess energy rate of $0.0429/kWh, based on the methodology set out in the power purchase agreement between SPG and AWE. SPG also proposes that the excess energy rate be updated quarterly with SPG’s Cost of Power Adjustment (COPA) filings.
With TA261-230, SPG proposes to add a new cost element to its COPA surcharge calculation. The proposed new cost element will allow SPG to include the revenues received from the delivery charges for excess energy in its COPA filings. These revenues will offset the fuel and purchased power costs for SPG’s retail customers.
With TA262-230 and TA263-230, SPG requests approval of special contracts with the City of Sand Point for the Eastern Aleutian Tribes, Inc. Health Clinic (Health Clinic) and with the Aleutian East Borough School District (School District), respectively, for delivery of excess energy. SPG proposes the special contracts be effective through June 30, 2023. SPG, the Health Clinic and the School District have requested the Commission review and approve the special contracts prior to executing the contracts. SPG has requested a waiver of 3 AAC 48.390(a), the requirement to file executed written contracts. SPG proposes that the executed agreements will be provided to the Commission as compliance filings. SPG proposes a delivery charge of $0.0515/kWh for each special contract.
