Notice of Proposal to Approve the Application for an Air Quality Control Minor Permit and Operating Permit for Hilcorp Alaska, LLC, Monopod Platform

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0067MSS02 and Operating Permit AQ0067TVP03 for the Monopod Platform.

Location:       Latitude: 60º 53´ 49" North; Longitude: 151º 34´ 45.5" West

Activity:         The stationary source is an offshore oil and gas production platform. The minor permit is classified under 18 AAC 50.508(5) for an Owner Requested Limit (ORL) to avoid PSD permit requirements under 18 AAC 50.306.

Emissions:     Potential emissions decrease due to the project associated with the minor permit. The potential annual emissions of regulated air contaminants at the facility are: 11 tons of particulate matter (PM-10), 331 tons of nitrogen oxides (NOx), 63 tons of sulfur dioxide (SO2), 197 tons of carbon monoxide (CO), and 69 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 671 tons per year.

Preliminary Review: ADEC received an application for Minor Permit AQ0067MSS02 on September 22, 2017. Based on review of the application, ADEC drafted a preliminary minor permit for the project under AS 46.14 and 18 AAC 50.

Draft Operating Permit AQ0067TVP03 was previously open to public comment from December 16, 2015 to January 15, 2016. ADEC is re-opening the draft operating permit to public comment due to the addition of the requirements in the preliminary minor permit to the draft operating permit. ADEC has also made some revisions to the draft operating permit due to comments received during the initial public comment period. Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
