Notice of Proposal to Issue an Air Quality Control Minor Permit and to Renew Operating Permit for Naknek Electric Association, Inc., Naknek Power Plant

NAKNEK POWER PLANT

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permit AQ0323MSS06 and to renew Operating Permit AQ0323TVP04 to the Naknek Power Plant, using the integrated review procedures described in 18 AAC 50.326(c)(1).

Latitude 58° 43’ North; Longitude 157° 00’ West

Activity:         The plant provides electrical power to residences and businesses in the King Salmon, Naknek, and South Naknek area of the Bristol Bay Borough, Alaska.

Application:  NEA applied for a renewal operating permit on August 13, 2018 and for a minor permit on February 7, 2019. This public notice is for the draft operating permit and preliminary minor permit.  

Emissions:     The potential annual emissions of regulated air pollutants at the source will not exceed: 935 tons of Nitrogen Oxides, 369 tons of Carbon Monoxide, 18 tons of Particulate Matter, 124 tons of Sulfur Dioxide, 30 tons of Volatile Organic Compounds, and 0.66 ton of Hazardous Air Pollutants.  The potential annual emissions for Greenhouse Gases are estimated at 73,524 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,476 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Naknek Power Plant.

Available Information: Copies of the permit applications, preliminary minor permit, draft operating permit, technical analysis report, statement of basis, and administrative records are available at ADEC’s Anchorage office, 555 Cordova Street, Anchorage, AK 99501, (907) 269-7577 during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.  If you are a person with a disability who may need a special accommodation in order to participate in this public process, please contact Theresa Zimmerman at (907) 465-6171or TDD Relay Service 1-800-770-8973/TTY or dial 711 within 15 days of publication of this notice to ensure that any necessary accommodations can be provided.
