Bailey Power Plant
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Ketchikan Public Utilities’ application for Air Quality Control Minor Permit AQ0108MSS01 for the Bailey Power Plant. ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Activity: Ketchikan Public Utilities’ application is classified under 18 AAC 50. 508(5) to install and operate additional two (2) backup generators (EU IDs 6 and 7) at the Bailey Power Plant and to establish owner requested limits (ORLs).
Emissions: Potential emissions of the stationary source will change by 9.9 tpy for NOx, 5.4 tpy for CO, 1.3 tpy for SO2, 0.5 tpy for VOC, and 0.3 tpy for PM/PM10/PM2.5.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
