NOTICE OF APPLICATION TO AMEND CERTIFICATE OF
PUBLIC CONVENIENCE AND NECESSITY
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on January 23, 2019, Interior Alaska Natural Gas Utility (IGU), filed an application to amend its Certificate of Public Convenience and Necessity (Certificate) to include liquefied natural gas (LNG) storage service to the public through the use of a new LNG storage facility being constructed in North Pole, Alaska. IGU is a public utility that holds Certificate No. 753, authorizing natural gas service in certain areas in Fairbanks, Alaska. Docket No.
U-19-004 was opened to address this matter.
IGU was created as a public corporation by the Fairbanks North Star Borough (FNSB), a political subdivision of the State, and, pursuant to AS 42.05.711(b), IGU is exempt from the Alaska Public Utilities Regulatory Act (AS 42.05) other than AS 42.05.221 through AS 42.05.281. As such, IGU is exempt from economic regulation by the Commission. “Economic regulation” is a generic term which includes the regulation of rates that can be charged by a regulated utility. With respect to IGU, the Commission has no jurisdiction over matters that constitute economic regulation.
No motions for waiver or petitions for confidentiality were filed with the application. The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete by February 13, 2019.
