The Department intends to enter into a negotiated agreement for the development of a concise guide of process and project development for Planning and Environmental Linkage (PEL) Studies reflecting the unique circumstances of Alaska. Anticipated work includes research culminating in a PEL Assessment White Paper, project website, analysis of application to Alaska including review of both the Highway Preconstruction Manual and the Environmental Procedures Manual, questionnaire development and analysis, several Technical Memorandums, draft and final PEL Guidebook, PEL/Educational Module and interactive workshop.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately April 2019 to December 2021. Cost of these professional services is expected to be in the range of $250,000 to $500,000.

The Request for Proposals (RFP) Package will be available January 17, 2019 and may be obtained in person from the DOT&PF plans room at 4111 Aviation Avenue, Anchorage, Alaska before 4:00 p.m. Persons residing outside the general vicinity may obtain an RFP Package through the mail by telephoning (907) 269-0408.

Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received prior to February 13, 2019, 4:00pm, prevailing time.
