NOTICE OF UTILITY TARIFF FILINGS

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Anchorage Water and Wastewater Utility (AWWU) filed TA164-122 and TA165-126, proposing to revise its non-recurring fees and special charges for its water and wastewater utilities, respectively. The revised rates are based on a 2017 Test Year Non-Recurring Charges and Fee study. A sample of the current and proposed rates are listed in the table below.

With TA164-122 and TA165-126, AWWU also proposes to update its rules for responsibility of payment to include that it may require delinquent accounts which have received a turn-off notice to pay past due balances by cash, cashier’s check, or money order. AWWU proposes that charges for material and services that have not been specifically provided in the tariff will be billed at cost, including labor, transportation, materials, and other applicable direct and indirect costs and overhead.

With TA165-126, AWWU proposes to update and add new provisions for Septage Haulers. Specifically, AWWU proposes to add provisions for Septage Hauling Receiving Station access to include that new customers must complete an application, complete an inspection, and complete annual inspections. AWWU also proposes adding that existing customers complete annual Septage Hauler equipment inspections. For existing Septage Haulers the inspection must be completed by September 6, 2019. AWWU proposes that the equipment inspection entails the examination of a Septage Hauler truck to verify vehicle information and volume capacity of the tank and to verify adequacy of the apparatus and discharge valves, hoses, and equipment in order to prevent leaks or discharge on AWWU property. AWWU also proposes that the inspection be scheduled at least two business days prior to the inspection and that a fee be assessed for cancelling the day of the appointment or not reporting for inspection within 20 minutes of appointment time. AWWU proposes that Septage Haulers that fail to submit a vehicle or trailer for inspection will lose access to receiving stations. Finally, AWWU proposes that Septage Haulers will be granted access to receiving stations by use of an electronic access card and each Septage Hauler will be assigned one access card per truck and/or trailer. AWWU proposes that there will be no charge for the initial access card.

This notice does not contain every revision proposed in either TA164-122 or TA165-126.  The Commission may approve a rate or classification, which varies from that proposed.
