Notice of Proposal to Issue an Air Quality Control Minor Permit for Hilcorp Alaska, LLC's Grayling Platform

GRAYLING PLATFORM

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC application for Air Quality Control Minor AQ0069MSS04 for the Grayling Platform. Additionally, ADEC intends to incorporate the minor permit into the Title V operating permit as an administrative revision after EPA’s 45-day review, per 18 AAC 50.542(e).

Applicant:      Hilcorp Alaska, LLC, 3800 Centerpoint Drive, Ste. 1400, Anchorage, AK 99503

Location:       60° 50’23” N; 151° 36’47” W

Activity:         Hilcorp Alaska, LLC’s application is classified under 18 AAC 50.502(c)(3) to increase fuel sulfur content and 18 AAC 50.508(6) to revise the terms and conditions, and under 18 AAC 50.508(5) to establish an ORL to avoid PSD review.

Emissions:     Emissions for NOx, CO, PM-10/2.5, and VOC will not change. SO­­2 emissions will increase by 30.4 tpy.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
