Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed TA463-8, proposing to add a new service to its operating tariff that allows cellular telecommunications antennas (Small Cell Attachments) to be installed on street light poles, with Chugach providing electric service to each device.
With TA463-8, Chugach proposes that the Small Cell Attachments be classified under its small general service schedule. Chugach believes that because of the nature of service to be provided and the anticipated consumption characteristics, the small general service customer class is a good cost causation match to the type of service Chugach will provide for Small Cell Attachments. In addition, it is the smallest class of service available for commercial customers. Chugach proposes to limit service under the provision to no more than 150 pole attachments.
Chugach proposes that the monthly usage billed for each Small Cell Attachment will initially be the energy usage as agreed between Chugach and the attaching entity, based on documented usage data for the type of equipment mounted to the pole. Chugach also proposes to install usage meters on either two of each type of installations or 10 percent of the total number of each type of installation, whichever is greater. These meters will be installed in the areas with the highest anticipated usage. Chugach proposes that after collecting 12 months of metering data from each type of installation, it will determine an approximation of monthly usage for each configuration. Then each year, Chugach will update the monthly billing usage amount if the average metered varies more than five percent from the current billing amount. Chugach proposes to reserve the right to adjust the monthly billed kWh amount if at any time during the initial 12-month period the metered billing data amount exceeds the maximum usage levels specified by the manufacturer.
