NOTICE INVITING EXPRESSION OF INTEREST

The State of Alaska, Department of Transportation & Public Facilities, Fairbanks International Airport (State) requests expression of interest to develop and construct a General Aviation Facility on the East Ramp at Fairbanks International Airport.  The facility would provide services for all general aviation users of Fairbanks International Airport in a consolidated facility.  These services may include, but are not limited to, aircraft fueling, passenger, baggage and cargo processing areas, transient pilot/aircraft and per-turn air taxi operations and parking areas, a vehicle parking venue, and food/beverage/gift concessions.  Respondent(s) should include any/all ideas, comments and recommendations that are potentially suitable for a General Aviation Facility.

The State encourages all interested parties, including disadvantaged business enterprises, to submit interest and comments in writing to Fairbanks International Airport, Leasing Office, 6450 Airport Way, Suite 1, Fairbanks, Alaska 99709, or email to Theresa L. Harvey, Chief of Leasing, theresa.harvey@alaska.gov, or Christel Burgess, Airport Leasing Specialist, christel.burgess@alaska.gov. The State will not exclude any expression of interest on the grounds of race, color, religion, national origin, sex, or disability. 

All potentially interested persons are encouraged to request a copy of the Notice Inviting Expression of Interest for the Development of an East Ramp General Aviation Facility and thereby become registered to receive a copy of any addenda that the State may issue regarding this notice.  Any and all submissions must be submitted in writing to the Airport Leasing Office at the address stated above on or before 5:00 p.m., local time, November 15, 2018.

The State may, but is not obligated to, consider comments, recommendations and ideas received after any deadline, and will do so only to the extent the State, in its sole discretion, deems such consideration practical and in the best interest of the State. 

All information submitted becomes property of the State except as stated in this paragraph.  Comments and any ideas remain confidential until the State reviews and evaluates each submission.   

All information submitted by any interested party will remain property of the State, and the final determination or other resolution of any and all submissions relating to this Notice of Expression of Interest.  The State will have no liability in the event of disclosure of such information.  Except as provided in this paragraph, all parts of all comments, recommendations and ideas become public information.
