NOTICE OF PIPELINE APPLICATION
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that a joint application was filed on August 23, 2018 by Golden Valley Electric Association, Inc. (GVEA) and Mid-Alaska Pipeline, LLC (Mid-Alaska), collectively, the (Applicants), seeking to transfer Certificate of Public Convenience and Necessity No. 305 from GVEA to Mid-Alaska for the provision of pipeline service between the Trans-Alaska Pipeline System (TAPS) and the Petro Star, Inc. (Petro Star) refinery in North Pole, Alaska. Docket No. P-18-017 was opened to address this matter.
GVEA owns and operates the pipeline that moves oil between the TAPS and the Petro Star refinery, a parallel pipeline that returns the residual oil to TAPS, and other facilities related to those pipelines, collectively, the (Pipeline). GVEA has decided to divest its Pipeline assets to focus on its core function – serving its electric utility customers. The Applicants have agreed on terms for the sale and purchase of the Pipeline and its related assets.
In conjunction with the application, the Applicants filed a motion for expedited consideration, requesting that the Commission approve the application by December 14, 2018.
The Commission has not assessed the completeness of the application. The Commission may rule on the completeness of the application by September 14, 2018.
