NOTICE OF PROPOSED CHANGES ON GAMING BANK ACCOUNTS, ELECTRONIC FUND TRANSFERS, AND DEFINING RAFFLES, AND LOTTERIES IN THE REGULATIONS OF THE DEPARTMENT OF REVENUE
The Department of Revenue proposes to adopt regulation changes in Title 15 of the Alaska Administrative Code, dealing with gaming bank accounts, electronic fund transfers, and raffles and lotteries, including the following:
15 AAC 160.450 is proposed to be changed as follows: to allow pull-tabs to be purchased with a check or electronic fund transfer from a gaming bank account.
15 AAC 160.820(a) is proposed to be changed as follows: to remove expired language.
15 AAC 160.820(b) is proposed to be changed as follows: to remove the two signature requirement on checks, to allow funds to be disbursed from the gaming bank account by check or electronic fund transfer, and to require disbursements from a gaming bank account to be reviewed monthly.
15 AAC 160.820(c) is proposed to be changed as follows: to allow disbursements from the gaming bank account by check or electronic fund transfer.
15 AAC 160.945(d) is proposed to be changed as follows: to allow for paying gaming expenses from the gaming bank account by check or electronic fund transfer.
15 AAC 160.995 is proposed to be changed as follows: clarity the term raffle and lottery have the same definition and may be used interchangeably.
You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to the Department of Revenue, Tax Division, P.O. Box 110420 Juneau, AK 99811-0420. Additionally, the Department of Revenue will accept comments by facsimile at (907) 465-2375 and by electronic mail at dor.tax.gaming@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System by accessing this notice on the system and using the comment link. The comments must be received not later than 5:00 pm on August 13, 2018.
You may submit written questions relevant to the proposed action to Katrina Mitchell Department of Revenue, Tax Division, P.O. Box 110420 Juneau, AK 99811-0420, by fax (907) 465-2375, or e-mail: dor.tax.gaming@alaska.gov. The questions must be received at least 10 days before the end of the public comment period. The Department of Revenue will aggregate its response to substantially similar questions and make the questions and responses available on the Alaska Online Public Notice System and at www.tax.alaska.gov.

After the public comment period ends, the Department of Revenue will either adopt the proposed regulation changes or other provisions dealing with the same subject, without further notice, or decide to take no action. The language of the final regulation may be different from that of the proposed regulation. You should comment during the time allowed if your interests could be affected.
