Notice of Pipeline Application
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that a joint application has been filed by ExxonMobil Pipeline Company (EXXONMOBIL), a Delaware corporation, and Harvest Alaska, LLC (Harvest Alaska), a Delaware limited liability company (collectively referred to as “Applicants”), for a Commission order approving the transfer of EXXONMOBIL’s approximate 21 percent ownership interest in the Endicott Pipeline Company (Endicott), holder of Certificate of Public Convenience and Necessity (Certificate) No. 392, to Harvest Alaska. Docket No. P-18-010 was opened to address this matter.
The Endicott Pipeline currently transports crude oil received from the Badami Oil Pipeline, which connects to the Endicott Pipeline at approximately its midpoint. The Endicott Pipeline provides an essential link via its interconnection with the Badami Oil Pipeline for transporting natural gas condensate produced from the Point Thomson Field to TAPS PS-1. Harvest Alaska currently operates Endicott, owns a controlling interest in it (68.4620%), and performs the administrative and commercial aspects of pipeline operation with its own personnel. If the application is approved, Harvest Alaska will own 89.4826 percent of Endicott.
The Applicants believe the submitted application does not involve a substantial change in ownership, therefore, they have requested the Commission to summarily approve the application pursuant AS 42.06.305(a).
Pursuant 3 AAC 48.625(a)(7)(D), the Applicants filed a motion for waiver of the requirement to include audited financial statements for the two most recent fiscal years preceding the date of the application. No petitions for confidentiality were filed with the application. Any interested person wishing to file a response to the motion for waiver must do so by 5:00 p.m., July 6, 2018.
The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete after the close of comment period.
