The Department of Health and Social Services, Division of Public Health, Section of Epidemiology intends to issue a single source contract to Inductive Health for database hosting and maintenance services. The Contractor will migrate existing public health surveillance data from several different disease databases into the Centers for Disease Control and Prevention’s (CDC) National Electronic Disease Surveillance System (NEDSS) Base System (NBS), and then host and maintain Alaska’s version of NBS.

The Division is looking for the following qualifications and experience in a contractor:

• Recent experience with migrating a state’s existing data into the NBS environment and installing NBS;
• Demonstrated ability in hosting NBS for a state or equivalent jurisdiction;
• Detailed knowledge of the NBS system and ability to configure settings to the security specifications required by the Alaska Office of Information Technology;
• Experience in programming NBS open source code to customize reports for a jurisdiction;
• Experience in Statistical Analysis Software (SAS) programming for data extraction and report development;
• Experience in using Rhapsody for data transport;
• Knowledge of Electronic Laboratory Reporting (ELR) functionality and methods of integrating ELR streams into NBS, including with the Association of Public Health Laboratories (APHL) Informatics Messaging Services (AIMS) feed and Health Information Exchanges (HIEs); and
• Knowledge and experience with CDC message mapping guides, the NEDSS Modernization Initiative; and planning efforts for electronic case reporting (eCR).
