Notice of Proposal to Issue an Owner Requested Limit Approval to the Alaska Village Electric Cooperative's Emmonak Power Plant

EMMONAK POWER PLANT

 

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ0121ORL01 to Alaska Village Electric Cooperative for the Emmonak Power Plant under Alaska Statute 46.14 and regulation 18 AAC 50.

Applicant:  Alaska Village Electric Cooperative, 4831 Eagle Street, Anchorage, AK 99503

Location:  Between 4th St. and Kwiguk St., Emmonak, AK 99581

Activity:  Diesel electric power generation.

Emissions:  The potential to emit at the stationary source will not exceed 100 tons per year (tpy) of NOx. This limit will also keep other regulated air pollutants below the minor permitting thresholds listed in 18 AAC 50.502(c)(1).

ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Emmonak Power Plant.

Available Information: Copies of ADEC’s preliminary approval are available at ADEC Air Permits Program, 410 Willoughby Avenue, Suite 303, Juneau, AK 99801-1795 and the Emmonak Post Office.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
