Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed TA455-8, proposing to add a new service to its operating tariff that allows residential and commercial members to voluntarily participate in a community solar project. Chugach will own, operate, and maintain the solar facility. Members who voluntarily enroll in the program will pay a subscription fee to receive a portion of the energy output (Block) from the solar facility. Customers participating in the program have the option of paying a $24 levelized monthly subscription amount, or a larger proposed pre-paid lump sum payment amount to be listed in Chugach’s tariff.

Each of the 500 available Block’s represent approximately 1 kW of the solar facility’s installed capacity. Each qualifying customer may subscribe for 1 to 25 Blocks to offset part or all of the customer’s energy requirements. Chugach proposes that customers participating in the program will receive a credit on the monthly electric bill of 1/500th of the kWh energy output of the community solar facility during the bill cycle, multiplied by the number of Blocks held by the customer.

Chugach proposes that customers participating in its existing net metering program will be eligible for this service. However, if a customer participates in the net metering program, the limit of on-premises net metered generation combined with the customer’s community solar installed capacity shall not exceed 25 kW.

Chugach proposes that customers with monthly payment subscriptions may cancel their participation in the program at any time following the initial 12-month minimum subscription term. Additionally, customers with prepaid subscriptions may gift their Blocks to another member or sell their Blocks back to Chugach according to the proposed list of sell-back prices per Block.
