Notice of Spring 2018 Fairbanks Timber Sales

FAIRBANKS-DELTA AREA FORESTRY

 

NOTICE OF TIMBER SALES

 

The State of Alaska, Department of Natural Resources, Division of Forestry, gives notice under A.S. 38.05.945 that certain timber will be sold at 10:00 a.m. prevailing time on March 7th, 2018 at the Fairbanks Area Office, 3700 Airport Way Fairbanks, Alaska.  The Director of the Division of Forestry has made a written finding under A.S. 38.05.035(e) that the sales will be in the best interest of the State.  The Division of Forestry is offering 6 Timber Sales in the Fairbanks Area.  All sales have winter access only.

NC-1545-F Harding Mixed:  a 47.9-acre sale of a single unit, consisting of mixed green and dead timber, with winter access; is located approximately 42 miles southeast of Fairbanks.  The sale does not require new road construction; however, maintenance of the access roads will be at the PURCHASER’S expense.  Maintenance may include snow plowing and some road reconditioning depending on seasonal weather events.  The sale is designated on the ground within Sections 33 and 34, Township 5 South, Range 5 East, Fairbanks Meridian, Alaska.  The minimum acceptable bid will be $19,409.72.  The contract will expire on May 31, 2021.  The bid deposit will be 10% of the bid price.  The performance bond for the sale is $1,900.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

NC-1581-F, Iowa Ridge:  a 100.6-acre sale of a single unit, consisting of white spruce sawlogs, with winter access; is located approximately 13 miles northeast of Fairbanks.  The sale is accessed from Fairbanks by driving east on the Chena Hot Springs Road to milepost 11 and then turning north for an additional 0.5 miles on Adventure Road.  At this point turn east onto the winter road and continue for approximately 2.8 miles.  Turn west and continue for less than 0.1 mile through two harvested units.  From this point roughly 0.5 mile of new winter road construction would be required to access the sale boundary.  The proposed sale area is located within the Section 11 and 12 of Township 1 North, Range 2 East, Fairbanks Meridian.  The minimum acceptable bid will be $36,253.26.  The contract will expire on May 31, 2021.  The bid deposit will be 10% of the bid price.  The performance bond for the sale is $3,600.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

NC-1602-F, Salcha Food Salvage #4:  a 19-acre sale of one unit consisting of mixed green and dead timber, with winter access, is located approximately 37 miles southwest of Fairbanks within the Fairbanks North Star Borough and within the boundaries of the Tanana Valley State Forest.  The sale does not require new road construction; however, maintenance of the access roads will be at the PURCHASER’S expense.  Maintenance will include snow plowing, grading and some road reconditioning depending on seasonal weather events.  The proposed sale area is located within Sections 32 of Township 5 South, Range 4 East, and Section 5 Township 6 South, Range 4 East, Fairbanks Meridian.  The minimum acceptable bid will be $11,444.01.  The contract will expire on May 31, 2021.  The bid deposit will be 10% of the bid price.  The performance bond for the sale is $1,200.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

NC-1603-F, Salcha Flood Salvage #5:  a 7.25 acre of one unit, consisting of standing dead timber, with winter access is located is located approximately 37 miles southwest of Fairbanks within the Fairbanks North Star Borough and within the boundaries of the Tanana Valley State Forest.  The sale does not require new road construction; however, maintenance of the access roads will be at the PURCHASER’S expense.  Maintenance will include snow plowing, grading and some road reconditioning depending on seasonal weather events.  The proposed sale area is located within Sections 29 and 32 of Township 5 South, Range 4 East, Fairbanks Meridian.  The minimum acceptable bid will be $2,180.00.  The contract will expire on May 31, 2021.  The bid deposit will be 10% of the bid price.  A performance bond for the sale is $500.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale and project to the satisfaction of the Forester-in-Charge.

NC-1604-F, Salcha Flood Salvage #6: a 12.7-acre sale of one unit, consisting of standing dead timber, with winter access is located is located approximately 37 miles southwest of Fairbanks within the Fairbanks North Star Borough and within the boundaries of the Tanana Valley State Forest.  The sale does require less than a mile of new winter spur road construction including maintenance of the access roads will be at the PURCHASER’S expense. DOF will work with the purchaser to design the road layout taking into consideration the variability in ice conditions.  Maintenance along the main access road will include snow plowing, grading and some road reconditioning depending on seasonal weather events.  The proposed sale area is located within Sections 29, 30, 31, and 32 of Township 5 South, Range 4 East, Fairbanks Meridian.  The minimum acceptable bid will be $1,270.00.  The contract will expire on May 31, 2021.  The bid deposit will be 10% of the bid price.  The performance bond for the sale is $250.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

NC-1606-F, Salcha Flood Salvage #7: a 31.5-acre sale of one unit, consisting of mostly green timber, with winter access is located is located approximately 36 miles southwest of Fairbanks within the Fairbanks North Star Borough and within the boundaries of the Tanana Valley State Forest.  The sale does require less than a mile of new winter spur road construction and maintenance of the access roads will be at the PURCHASER’S expense. DOF will work with the purchaser to design the road layout taking into consideration the variability in ice conditions.  Maintenance along the main access road will include snow plowing, grading and some road reconditioning depending on seasonal weather events.  The proposed sale area is located within Sections 20 and 29 of Township 5 South, Range 4 East, Fairbanks Meridian.  The minimum acceptable bid will be $25,764.24.  The contract will expire on May 31, 2021.  The bid deposit will be 10% of the bid price.  The performance bond for the sale is $2500.00, or 10% of the final bid price whichever is greater, to be returned upon successful completion of the sale to the satisfaction of the Forester-in-Charge.

Pursuant to AS 38.05.945(a)(e) this notice is intended to inform the public that the Division of Forestry has made a final determination under AS 38.05.035(e) that these timber sales are in the best interest of the State and has decided to initiate these forest management actions. The public is invited to review the decision documents.  Copies of the decision documents, including the prospectus, sample contract, cruise information, appraisals, bid forms and the Director’s written decision under A.S. 38.05.035(e) and other pertinent information are available at the Fairbanks Area Office, 3700 Airport Way Fairbanks, Alaska or by mail at the same addresses. The State neither expressly nor implicitly warrants its quantity estimate, or the quality or marketability of the timber sold.  Prospective bidders should visit the site and evaluate the timber before bidding.  The State neither expressly nor implicitly warrants its improvement estimates.  Estimates are used only to establish the minimum bid.  Each operator is required to estimate his own costs and bid accordingly.

Timber sales will be sold by oral bid auction.  To qualify for bidding, all bidders must at the time of auction submit a current Alaska Business License and the minimum bid deposit specified above, in the form of cash, certified check, cashiers check, money order, or any combination thereof, payable to the State of Alaska, Department of Natural Resources.  Personal checks will not be accepted for the opening bid deposit.  If bidding as an agent for an individual, partnership, or corporation, prior to the start of bidding the agent must present a notarized power-of-attorney authorizing such agency to the auctioneer.  No agent may represent more than one principal, or bid in competition with the agent's principal.  If no qualified bid is received within the time specified during the auction, the Division of Forestry may offer the sale for purchase over-the-counter without re-advertisement for not less than the advertised minimum bid.

The State reserves the right to reject any or all bids.  Unless all bids are rejected, the State will award the sale to the responsible qualified bidder offering the highest total bid value for all the timber.  The successful bidder's bid deposit will forfeit to the State as liquidated damages, and the successful bidder will lose all claim to the contract, if the bidder does not execute the contract and furnish a satisfactory performance bond within 30 days of receipt of the contract for execution.  The performance bond, plus any project bonds will be in the form of cash or certificate of deposit.  Prior to execution of the contract the successful bidder must schedule a pre-operation meeting to review the contract, and submit a logging plan.
