Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed TA449-8 in compliance with 3 AAC 50.790(a) that requires an electric utility to file tariff provisions for interconnection, integration, purchases and sales between a qualifying facility (QF) and the utility within 60 days after receiving a request for interconnection from the QF. On November 7, 2017, CIRI Wind, LLC (CIRI Wind) submitted to Chugach a request for interconnection as a QF. The QF is a 20.35 MW wind generating facility owned by CIRI Wind located on Fire Island, off the coast of Anchorage. The 20.35 MW QF is a proposed addition to the existing 17.6 MW CIRI wind farm on Fire Island.

TA449-8 proposes tariff provisions for interconnection, integration, purchases and sales for CIRI Wind’s 20.35 MW QF project on Fire Island. Chugach will purchase energy from the QF at the avoided cost rate as determined at the time that the QF delivers power to Chugach or at the avoided cost rate calculated now, based on a projection of Chugach’s avoided cost over a 15-year period. Chugach states its proposed tariff for interconnection with CIRI Wind’s QF satisfies all applicable requirements of 3 AAC 50.760, which governs the interconnection terms and conditions between an electric utility and a QF. Chugach also states the proposed tariff for integration satisfies all applicable requirements of 3 AAC 50.765, which governs the integration terms and conditions between an electric utility and a QF. Chugach has determined that it can and will provide for sales of services to CIRI Wind’s QF pursuant to existing tariffs, including with respect to supplementary power, back-up power, maintenance power and interruptible power.
