Andeavor Logistics, Lp, Ocean Dock Terminal and Anchorage Terminals I & II
The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0034MSS02 for Anchorage Terminal I and Minor Permit AQ0235MSS01 for Anchorage Terminal II. ADEC also proposes to issue Air Quality Control Operating Permit AQ0034TVP02 for Anchorage Terminal I and Operating Permit AQ0235TVP03, Rev 2 for Ocean Dock Terminal and Anchorage Terminal II under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The application for Minor Permit AQ0034MSS02 and Minor Permit AQ0235MSS01 are classified under 18 AAC 50.508(6) for revising or rescinding the terms and conditions of a Title I permit. Only conditions that have been revised or rescinded are open to public comment.
As required by 18 AAC 50, Andeavor applied for an initial operating permit for Anchorage Terminal I and a significant modification to Operating Permit AQ0235TVP03 for the Ocean Dock Terminal and Anchorage Terminal II. Only conditions that have been revised or rescinded in the significant modification are open to public comment. ADEC received the operating permit applications on December 28, 2016.
Emissions: No change in emissions.
Preliminary Review: Based on review of the applications, ADEC drafted preliminary minor permits and draft operating permits under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the preliminary and draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. For the draft operating permits, any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
