Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ENSTAR Natural Gas Company (ENSTAR) filed TA299-4, proposing a change in a cost element for its Gas Cost Adjustment (GCA) relating to its Firm Storage Service (FSS) Agreement with Cook Inlet Natural Gas Storage Alaska, LLC (CINGSA). ENSTAR and CINGSA have entered into an agreement to amend ENSTAR’s FSS Agreement (Amendment) to increase its Maximum Daily Withdrawal Quantity (MDWQ), which CINGSA filed with TA30-733 concurrent to this filing. ENSTAR requests that the Commission approve the revised cost element with the same effective date as the Amendment proposed in TA30-733, which is February 1, 2018.

ENSTAR currently recovers the reservation and capacity fees associated with the CINGSA FSS Agreement through its GCA (Tariff Sheet No. 221 at line (4)). The reservation fees are calculated by applying the reservation rate found on Tariff Sheet No. 75 of the CINGSA tariff to the MDWQ which is currently 91,000 Mcf/day. ENSTAR proposes to increase the MDWQ from 91,000 Mcf/day to 102,900 Mcf/day, which will result in an increase to the reservation fees included in the calculation of the GCA. At the current CINGSA reservation rate, contracting for the additional MDWQ will result in an increase of approximately $1.13 million per year in reservation fees.

If approved, the Amendment proposed in TA30-733 will not go into effect until the 3rd quarter of the current GCA period (July 1 through June 30); therefore, ENSTAR is not proposing any revisions to its GCA with this filing.
