Notice of Proposal to Approve an Air Quality Control Minor Permit for ConocoPhillips Alaska, Inc. Greater Mooses Tooth 1 Drill Site

CONOCOPHILLIPS ALASKA, INC.
GREATER MOOSES TOOTH 1 DRILL SITE

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve ConocoPhillips Alaska Inc.’s (CPAI’s) application for Air Quality Control Minor Permit AQ1484MSS01 for the Greater Mooses Tooth 1 Drill Site.

Applicant:      ConocoPhillips Alaska, Inc., 700G St., Anchorage, AK 99501

Location:       Latitude 70.2543 North; Longitude 151.4385 West

Activity:         CPAI’s application is classified under 18 AAC 50.502(c)(1) to establish a stationary source with potential nitrogen oxides (NOx) emissions greater than 40 tons per year, under 18 AAC 50.502(c)(2) to establish a Portable Oil and Gas Operation, and under 18 AAC 50.508(5) to establish a limit for NOx emissions to avoid Title V permit classification.

Emissions:     Potential annual emissions will not exceed 99 tons NOx, 75 tons CO, 60 tons VOC, 7 tons PM, and 6 tons SO2.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
