Notice of Proposal to Issue an Air Quality Control Minor Permit to Coeur Alaska, Inc. Kensington Mine Project

KENSINGTON MINE PROJECT

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Coeur Alaska Inc.’s application for Air Quality Control Minor Permit AQ0111MSS10 for the Kensington Mine Project.

Applicant:       Coeur Alaska Inc., 3031 Clinton Dr. Suite 202, Juneau, AK 99801

Location:        Northing: 6,522,789, Easting: 497,129, Zone: 8

Activity:          The minor permit is classified under 18 AAC 50.508(6) for revising or rescinding the terms and conditions of a Title I permit.

Emissions:       Potential emissions will decrease by 34.7 tpy for CO, 36.2 tpy for VOC, and 0.1 tpy for SO2. Potential emissions will increase by 2.6 tpy for NOx, 0.9 tpy for PM-2.5 and 0.9 tpy for PM-10.

ADEC Preliminary Review: Based on review of the applications ADEC drafted a preliminary permit decision for the project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Only conditions being revised in this minor permit and described as such in the preliminary technical analysis report are open to public comment. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
