Notice of Pipeline Carrier Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Kenai Beluga Pipeline, LLC (KBPL) filed TL42-668, seeking to increase its Lost and Unaccounted For Gas Retention Amount (LAUF) percentage, from 0.19 percent to 0.86 percent, and Fuel Retention Amount (Fuel) percentage, from 0.15 percent to 0.19 percent.  Additionally, KBPL proposes revisions to Section 17 of its tariff, which governs the calculation of the LAUF and Fuel percentages, including the addition of two new subsections, 17.8 and 17.9. 

Proposed new subsection 17.8 provides that if, at any time, KBPL determines that the cumulative deficiencies in retentions for LAUF and Fuel have resulted in cumulative under-retention of a magnitude that threatens KBPL’s ability to maintain reliable service, and the under-retention cannot be corrected in a timely manner by the procedures laid out in proposed new subsection 17.9, then KBPL may increase the retentions by an amount that will restore the cumulative under-retained amounts over a reasonable time period.

Proposed new subsection 17.9 establishes procedures for out-of-period adjustments to the LAUF and Fuel retention amounts then in effect.  KBPL proposes that such adjustments are to be designed in accordance with the methodology set out in subsections 17.5 and 17.6 of its tariff, brought forward to the end of the month prior to the date the out-of-period filing is made.  KBPL proposes that the amounts retained for LAUF and Fuel as a result of any such out-of-period adjustment shall be included in the determination of the next annual adjustment and true-up under subsections 17.5 and 17.6, in accordance with the terms of those subsections.
