Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that TDX Adak Generating, LLC (TAG) filed TA50-684, a revenue requirement study, rate redesign, and cost of service study based on a 2016 test year. With this filing, TAG requests an interim and refundable rate increase, effective November 1, 2017 and a proposed permanent rate increase based on the outcome of the proposed cost of service/rate design study. A table of the current, proposed interim, and proposed permanent rates are shown in the table below.

With TA50-684, TAG proposes to create a customer class called Small Commercial service. TAG states that this will result in the termination of the Self-Generation class of service which has no customers. TAG proposes renaming the Commercial Service (Schedule B-1) class to Large Commercial Service (Schedule C-1) to differentiate it from the new proposed Small Commercial Service (Schedule B-1).

TAG has requested waivers of 3 AAC 48.275(a)(8), the requirement that it provide a computation of pro forma provision for income taxes; 3 AAC 48.275(a)(12), the requirement that it provide a computation of the weighted cost of capital; and 3 AAC 48.275(a)(13), the requirement that it provide a schedule of long-term liabilities.

Additionally, TAG has requested a waiver of 3 AAC 48.275(h), the requirement that interim rates be applied on an across-the-board basis. TAG proposes the interim rate increase of 15.86 percent be applied to each customer class. For residential and self-generating customers, TAG states that this will result in an across-the-board 15.86 percent increase to their existing customer charge and energy charge. For commercial customers (Large Commercial Service), TAG proposes that the 15.86 percent interim rate increase be applied to the customer charge, a 31.05 percent interim rate increase be applied to the energy charge, and no change be made to the demand charge.
