Notice of Proposal to Approve Hilcorp Alaska, LLC's Application for an Air Quality Control Minor Permit for the Endicott Production Facility

ENDICOTT PRODUCTION FACILITY

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s (Hilcorp) application for Minor Permit AQ0181MSS08 for the Endicott Production Facility.

Applicant:      Hilcorp Alaska, LLC, 3800 Centerpoint Drive, Suite 1400, Anchorage, AK 99503

Location:       UTM: Northing 7805 kilometers; Eastern 464.2 kilometers

Activity:         Hilcorp’s application is classified under 18 AAC 50.508(6) to revise some terms and conditions of two existing Title I permits, rescind an existing Title I permit and disaggregate the Endicott Production Facility into two stationary sources – Main Production Island (MPI) and Satellite Development Island (SDI).

Emissions:     Potential annual emissions at MPI are 1,027 tons NOx, 901 tons CO, 52 tons PM, 98 tons VOC and 391 tons SO2. No emission units remain on SDI, so emissions at SDI are zero.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:

 Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
