NOTICE OF UTILITY APPLICATIONS

 

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on May 2, 2017, Network Communications International Corp. d/b/a NCIC Inmate Communications (NCIC), filed an application for a Certificate of Public Convenience and Necessity to provide intrastate interexchange (IXC) telephone service. NCIC intends to offer resold IXC service to inmates in the Alaska Department of Corrections facilities in Alaska. Docket No. U-17-024 was opened to address this matter.

In conjunction with its IXC application, NCIC has filed a petition for confidential treatment of its financial statements included with the application. Interested parties may file a response to the petition for confidential treatment with the Commission by the close of the comment period indicated below.

The Commission further gives notice that on May 4, 2017, NCIC filed a separate application for a Certificate of Public Convenience and Necessity to provide local private pay telephone (PPT) service. NCIC intends to offer local calling service to inmates in the Alaska Department of Corrections facilities in Alaska. Docket No. U-17-025 was opened to address this matter. 

In conjunction with its PPT application, NCIC filed a petition for confidential treatment for the list of complaints lodged against NCIC in any jurisdiction in the prior two years. Interested parties may file a response to the petition for confidential treatment with the Commission by the close of the comment period indicated below. 

NCIC has also filed a request that the Commission waive certain regulatory requirements for service applicable to private pay telephone providers, including the per-call local rate cap of $0.25, incoming call requirements, access to 911 emergency calling, and access to operator assistance and toll-free numbers.

The Commission has not assessed the completeness of either application. The Commission may determine whether the applications are complete after the close of the comment period.
