Notice of Proposal to Approve Eni U.S. Operating Company, Inc.'s Application for an Air Quality Control Minor Permit for the Nikaitchuq Development and Issue a Significant Revision to the Title V Operating Permit

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Eni U.S. Operating Co. Inc.’s application for Air Quality Control Minor Permit AQ0923MSS11 for the Nikaitchuq Development. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1).

Location:       Northing: 6,035,548m Easting: 1,656,839m Zone: 6

                        200ft southeast of Kuparuk River Unit Seawater Treatment Plant, Oliktok, AK

Activity:         Eni’s application is classified under 18 AAC 50.508(6) to revise and rescind terms and conditions of Title I permit, AQ0923MSS10.

Emissions:     PTE: 225 tpy NOx, 225 tpy CO, 37.0 tpy PM-10, 93.7 tpy VOC, and 64.4 tpy SO2

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the closing date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.

ADEC specifically invites the public to comment regarding a computer modeling technique used by Eni US Operating CO. Inc. to estimate their nitrogen dioxide (NO2) air quality impacts. Eni US Operating Co. Inc. used the Plume Volume Molar Ratio Method to refine their estimated NO2 impacts. The algorithm is considered an alternative modeling technique under the version of the U.S. Environmental Protection Agency’s Guideline on Air Quality Models adopted by reference in 18 AAC 50.040(f).
