The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0205TVP04 to the Bethel Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Bethel Power Plant is the primary diesel-electric generating facility providing electricity to residential and commercial customers in the Bethel area. The stationary source contains six diesel-electric generators, an emergency generator, a cyclonic burn barrel incinerator, two 20,000-gallon diesel fuel tanks and other small fuel oil storage tanks.
Application: The owner submitted a renewal application on September 2, 2016.
Emissions: The potential annual emissions of regulated air pollutants at the source are: 16 tons of particulate matter, 924 tons of nitrogen oxides, 165 tons of sulfur dioxide, 33 tons of carbon monoxide, and 27 tons of volatile organic compounds. The total potential emissions of regulated air pollutants, other than greenhouse gases, is 1,165 tons per year.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Bethel Power Plant.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
