NOTICE OF FILING PETITION FOR APPROVAL TO CREATE A REGULATORY ASSET FOR
THE RECOVERY OF DEFERRED COSTS ASSOCIATED WITH POWER SUPPLY
PLANNING AND GENERATION FUEL SUPPLY MANAGEMENT
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on December 1, 2016, Matanuska Electric Association, Inc. (MEA), filed a petition seeking authorization to create a regulatory asset, in the amount of $1,897,542, allowing MEA to amortize and recover in rates deferred costs related to 1) plans, studies, and negotiations associated with power supply planning and 2) generation fuel supply management incurred while an all-requirements customer of Chugach Electric Association, Inc. Docket No. U-16-095 was opened to address this matter.
The balance and description of items to be included as a regulatory asset are described as follows:
- Preliminary Power Supply Plan Study - $481,459
- Integrated Resource Plan - $128,731
- 2007 Integrated Resource Plan - $149,609
- Power Sale Agreement Negotiations - $117,989
- South Central Alaska Power Project - $137,672
- 2009 Integrated Resource Plan - $161,501
- EGS Project Fuel Supply - $720,581
MEA states that approval of the proposed amortization amounts will result in an $0.18 (18 cents) monthly increase to the typical MEA consumer using just under 700 kWh of electricity per month.
This notice does not address in detail all of the points contained in the filing and the Commission may approve or impose conditions that vary from those proposed.
