NOTICE OF UTILITY TARIFF FILING

Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Alaska Electric Light & Power Company (AEL&P) filed tariff revision TA455-1, proposing revisions to its Off-Peak Electric Vehicle Charging rate. Additionally, AEL&P is proposing the addition of an Electric Vehicle Supply Equipment (EVSE) rate.

With TA455-1, AEL&P is requesting to convert the current experimental Off-Peak Electric Vehicle Charging rate (Schedule X1) to a permanent rate (Schedule 93). As part of the conversion, AEL&P is proposing to expand the service to be available to residential and small commercial customers who own a battery electric automobile or an extended range electric automobile which uses one or more electric motors as the sole mechanism for delivering power to the vehicle drivetrain. Under Schedule 93, AEL&P proposes residential customers be serviced under the rate listed on Tariff Sheet No. 105 during off-peak hours (10 p.m. – 5 a.m.) and under the rate listed on Tariff Sheet No. 104 during all other hours. AEL&P also proposes small commercial customers be serviced under the rate listed on Tariff Sheet No. 114 during off-peak hours and under the rate listed on Tariff Sheet No. 113 during all other hours.

Additionally, AEL&P is proposing to introduce a new rate schedule, Schedule 94 – EVSE, with an initial rate of $11.28 per month. As proposed, Schedule 94 will allow AEL&P to provide customers receiving service under Schedule 93 with a panel with a pre-wired meter base and charging station at the customers’ service location. To allow for lead time for procurement and assembly of the proposed EVSE, AEL&P has requested an effective date for Schedule 94 of April 10, 2017, which is more than 90 days after the close of the 45-day statutory review period.

With the conversion to Schedule 93, AEL&P is proposing to end the current reimbursement program through which customers can recover up to $1,000 of the actual installed cost of the required customer-owned equipment. Instead, AEL&P is proposing that new participants in the program may participate in the proposed Schedule 94, or new customers will be required to provide customer-owned equipment with no reimbursement from AEL&P.
