NOTICE OF FILING PETITION FOR APPROVAL TO CREATE A REGULATORY ASSET
FOR THE RECOVERY OF BELUGA POWER PLANT PRODUCTION EQUIPMENT
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on November 18, 2016, Chugach Electric Association, Inc. (Chugach), filed a petition seeking authorization to create a regulatory asset allowing Chugach to amortize and recover in rates the value of certain plant needed to support power production equipment located at the Beluga Power Plant. Docket No. U-16-092 was opened to address this matter.
More specifically, Chugach requests authorization to:
- Create a regulatory asset in the amount of $11,373,638;
- Amortize the costs of parts specific to Beluga Unit Nos. 1 and 2, in the amount of $315,407, on a straight line basis and recover the amortized costs in electric rates over a 30 month period commencing July 1, 2017, and ending December 31, 2019; and,
- Amortize the costs of all other Beluga Power Production parts, in the amount of $11,058,231, on a straight line basis and recover the amortized costs in electric rates over a 108 month period commencing July 1, 2017, and ending June 30, 2026.
Chugach states that approval of the proposed amortization amounts will result in a 1.1 percent increase on base rates, or approximately 1.1 percent to Chugach retail customers and 1 percent to Seward Electric System.
This notice does not address in detail all of the points contained in the filing and the Commission may approve or impose conditions that vary from those proposed.
