Corrected Notice of Utility Application
On October 13, 2016, the REGULATORY COMMISSION OF ALASKA (Commission) issued a public notice regarding BlueArctic Waste Solutions, LLC (BlueArctic). The original Notice of Utility Application stated that BlueArctic was filing for a new Certificate of Public Convenience and Necessity (Certificate), when in fact they are proposing to amend their Certificate. There was also an incorrect reference to Northern Waste LLC in the original notice. Although the mistakes were not published in the newspaper, some of the incorrect information reached public access via online publication on Commission website.
The Commission gives notice that on October 10, 2016, BlueArctic filed an application for a new Certificate. BlueArctic purposes to provide competitive residential refuse collection service in the Anchorage area. Docket No. U-16-082 was opened to address this matter.
BlueArctic currently provides commercial refuse and recycling service in the Anchorage area. If the application is approved, they intend to commence residential recycle and trash service to Anchorage in phases. Proposed Phase I roll out will include; the hillside from Abbott Road to Rabbit Creek Road and East Anchorage North of Abbot Road and East of Lake Otis. Currently, there is only one provider of residential refuse services operating in Anchorage.
No motions for waiver or petitions for confidentiality were filed with the application. The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete by October 31, 2016.
