NOTICE OF CHANGE OF SERVICE  

MILNE POINT PRODUCTS PIPELINE – ADL 416172

The State Pipeline Coordinator’s Section (SPCS) received an application from Harvest Alaska, LLC, Managing Member of Milne Pont Pipeline, LLC (Lessee) requesting a change of service for the Milne Point Products Pipeline (Pipeline). The Pipeline is currently allowed to provide common carrier service to transport natural gas liquids; the Lessee is requesting expansion of the Pipeline’s use to also include the transportation of natural gas. The change of service will not require any additional acreage for the Milne Point Products Pipeline Right-of-Way Lease, ADL 416172. The application and supporting documents are available at the SPCS website: http://dog.dnr.alaska.gov/SPCS/PublicNotices.htm. The public may obtain hard copies of the letter of application and supporting documents, at cost, from the SPCS.

Pursuant to Alaska Statute 38.35.015, the Department of Natural Resources (DNR) Commissioner issued the Milne Point Products Pipeline Right-of-Way Lease on December 5, 2000. The Milne Point Products Pipeline is an 8-inch diameter, 10.4-mile-long, products pipeline, originating at an existing flange connected to the Oliktok Pipeline and terminating at the downstream flange of an emergency shutdown valve outside a new module on the Milne Point Unit Central Facilities Pad. The Lessee anticipates that there will be demand for natural gas in support of the Milne Point field operations and the conversion would allow the Lessee to supply natural gas for its generators.

Section 1(b) of the lease requires the Commissioner’s approval prior to the pipeline transporting other products. The State Pipeline Coordinator, delegated by the DNR Commissioner to administer the lease, intends to approve the request to transport natural gas and continue to transport natural gas liquids.  All comments must be submitted in writing to the address below by 5:00 p.m. on October 31, 2016.
